In a significant development, President Arthur Peter Mutharika has issued Executive Order No. 01 of 2025, directing the relocation of selected government institutions to promote administrative balance and effeciency.
The order dated October 10, 2025, takes immediate effect and mandates that the Malawi Communications Regulatory Authority (MACRA), Malawi Electoral Commission (MEC), and Malawi Housing Corporation (MHC) move back to Blantyre. Meanwhile, the Malawi Police Service (MPS) is to be relocated to Zomba.
The decision is aimed at decentralising government operations and promoting regional development. By relocating these key institutions, the government hopes to create a more balanced distribution of resources and expertise across the country.
The Malawi Communications Regulatory Authority (MACRA) will have to relocate its headquarters from Lilongwe to Blantyre. This move is expected to have a significant impact on the institution’s operations, but MACRA is expected to continue regulating the communications sector effectively.
MEC will also be moving to Blantyre. As the institution responsible for organising and supervising elections in Malawi, MEC’s relocation will require careful planning to ensure the smooth execution of electoral processes.
The Malawi Housing Corporation (MHC) will also be relocating to Blantyre. The corporation plays a crucial role in providing affordable housing to Malawians, and this move is expected to impact its operations.
On the other hand, the Malawi Police Service (MPS) will be relocated to Zomba. The MPS plays a critical role in maintaining law and order in the country, and its relocation will require careful planning to ensure continuity of services.
The government has assured that the relocation process will be carried out in a manner that minimizes disruptions to essential services. The President has directed that the relocation process be completed as soon as possible, and that all necessary support be provided to ensure smooth transition.
The relocation of these institutions is expected to have a positive impact on the economy and development of the regions they are moving to. It is expected to create jobs and stimulate economic activity in these areas.
The government believes that this move will promote administrative balance and effeciency, and ultimately benefit the people of Malawi.
